MTerra Solar, a joint venture between Meralco PowerGen (the generation arm of Manila Electric Company) and Terra Solar Philippines, broke ground in November 2024 on a 3,500 MWp solar farm in Nueva Ecija and Bulacan provinces. The project is co-located with 4,500 MWh of lithium-ion battery storage, making it the largest announced solar-plus-storage project globally.1

The project's scale is not arbitrary. Central Luzon offers three structural advantages:

  1. Land availability. Nueva Ecija, the traditional rice granary of the Philippines, has extensive flat terrain suitable for solar panel installation. The land is privately owned and fragmented, requiring aggregation, but the provincial government has signaled support for solar development as an alternative income stream for landowners.
  2. Grid proximity. The completed Mariveles-Hermosa-San Jose 500kV transmission line (energized June 2024) provides a direct high-voltage evacuation route from Central Luzon to the Metro Manila load center. This eliminates the curtailment risk that plagues solar projects in transmission-constrained regions.
  3. Demand proximity. Metro Manila, with a peak demand exceeding 13,000 MW, is less than 150 kilometers from the Nueva Ecija solar sites. Short transmission distance reduces line losses and improves project economics.

The MTerra project alone represents a capital commitment in the range of PHP 200 to 300 billion. The financing is expected to involve a combination of corporate debt, project finance, and development finance institution participation.


The BESS value proposition

The economic case for battery storage in the Philippines has shifted from "nice to have" to "mandatory for grid connection." Four drivers underpin this shift:

  1. NGCP ancillary services requirements. The system operator requires all new variable renewable energy plants above a certain capacity threshold to provide frequency control ancillary services. BESS is the most cost-effective technology for meeting this requirement, responding to frequency deviations in milliseconds.
  2. Energy arbitrage. Philippine wholesale electricity prices exhibit significant intra-day variation, with midday prices falling (solar generation peaks) and evening prices spiking (solar drops off, demand peaks). A BESS can charge during the midday price trough and discharge during the evening peak, capturing the spread.
  3. Reserve market participation. The Wholesale Electricity Spot Market (WESM) operates reserve markets for regulating, contingency, and dispatchable reserves. BESS assets can bid into these markets, earning revenue for standing ready to respond to grid frequency deviations.
  4. Avoided curtailment. Grid-connected solar plants without storage face the risk of curtailment when regional supply exceeds demand. A co-located BESS absorbs excess generation during curtailment events and discharges it when grid capacity is available, preserving project revenue.

The competitive landscape

The Central Luzon solar corridor is attracting developers at scale. Beyond MTerra, several significant projects are in development:
