Central Luzon is the only Philippine region where all four layers are funded and under construction simultaneously. The repricing logic that applies to a single NSCR station applies here at provincial scale: Pampanga and southern Tarlac land, Clark-corridor logistics, and worker housing in Mabalacat–Angeles are the direct expressions. The lag risk is sequencing, the tech zone targets 2028, the airport 2028, the railway 2026–2032; any single slip is survivable, but the compounding thesis needs at least two of the three on time.
