The second metro
Cebu is the only Philippine urban economy with Manila-like depth, a 50-ecozone PEZA base that has drawn over PHP 321 billion in investments and 217,000 jobs since 1995,3 the country's second airport hub, its busiest domestic port, and an office market that is growing while Manila digests its POGO overhang (see our office analysis). Hosting the ASEAN meetings in 2026 adds a hard deadline for infrastructure readiness and a global showcase.3
The dual disasters of late 2025 (the 6.9 northern Cebu earthquake and Typhoon Tino) could have broken the momentum. The response so far suggests the opposite: a PHP 20-billion northern recovery plan, bridge rehabilitation already contracted (PHP 94.2 million for the first batch, PHP 159.7 million across eight more), and resilience standards being folded into the industrial-growth strategy.1
Our read: disasters reprice risk but also unlock capital. Recovery spending is politically frictionless, and Cebu is converting it into a general infrastructure upgrade. The structural prize is the Visayas grid position: with the MVIP delivering Mindanao surplus power northward (see our Mindanao analysis) and NGCP's Cebu projects completing in 2026, the chronic power-cost disadvantage that capped Cebu's industrial ambitions is easing in real time. Mactan's economic zone (export-oriented, airport-adjacent, soon battery-backed) is the cleanest expression of the thesis.

Risks
Seismic and typhoon exposure are now demonstrated, not theoretical. Insurance costs and building standards will rise, and the PHP 19.23-billion recovery need competes with the growth slate for fiscal space.1 Execution capacity at the provincial level, newly tested by the PHP 107-billion program, is the other open question. The mitigant: Cebu's project mix is unusually diversified across national, provincial, JICA, and private sponsors. No single point of failure.
