The PPP Pipeline: 174 Projects, PHP 878 Billion Approved This Year, and a Market Learning to Price Government Risk
NEDA approved 41 projects worth PHP 878.3 billion this year, and the PPP Center counts 174 projects still in the pipeline against 186 Infrastructure Flagship Projects worth PHP 9.68 trillion. Private capital is now the load-bearing wall of Philippine infrastructure. Which makes concession terms, not appropriations, the documents worth reading.

Why PPP is carrying more of the load
Fiscal arithmetic forced the shift. With the deficit consolidating, debt service rising with rates, and the 2026 DPWH budget cut nearly 40 percent from its original proposal amid the flood-control scandal (see our budget analysis), the appropriations path to PHP 9.7 trillion of flagship infrastructure does not exist. The PPP path might. NEDA's approval cadence, 41 projects in a year1, signals the government understands that arithmetic.
The composition of the pipeline matters as much as its size: transport dominates (airports, rail O&M, tollways), but the newer cohort includes water, irrigation, health facilities, and the first flagship digital infrastructure project approved by the NEDA Board.4 The NSCR's operations and maintenance concession (awarded under the PPP scheme with phased concession periods) is the template for an emerging model: government builds with ODA, private operates.5
Our read: in a PPP-led pipeline, the scarce skill is reading concession risk allocation. Three terms determine which projects are investable: demand risk (who absorbs ridership/traffic shortfalls), termination compensation (what lenders recover if government defaults or politics intervene), and tariff-adjustment formulas (whether peso inflation and FX pass through). The market's pricing of these terms (visible in bid participation rates) is the truest gauge of Philippine country risk available.

- Bid participation in upcoming solicitations: thin fields signal mispriced risk allocation.
- MRT-7 completion (2027 target)3: the first new heavy-rail PPP to finish defines the reference case.
- LGU PPPs: Cebu's multi-billion-peso project slate (see our Cebu spotlight) tests whether the model scales below the national level.
- The unsolicited-proposal queue: conglomerates are increasingly originating projects; the approval rate tells you who really sets the infrastructure agenda.
Risks
PPP pipelines are fragile to political transitions (2028 is close in concession time), to interest-rate environments that compress equity returns, and to the demonstration effect of any single high-profile renegotiation or termination. The flood-control scandal helps and hurts: it strengthens the case for private delivery while reminding investors how quickly Philippine infrastructure budgets can become political weather.
