Where the Scores Are Highest: Estrata's Opportunity Ranking, Q2 2026

Five of the six opportunities in Estrata's tracked set now score in the high-priority band (80+) under our reproducible 2026.1 rubric. Inter-island connectivity leads at 88, with solar-plus-storage, grid modernization, and the data-center corridor clustered just behind. Here is the ranking, the math, and what would change it.

How to read this

Every opportunity Estrata tracks carries a score computed by the locked 2026.1 rubric: six weighted factors, capital scale (25%), government backing (20%), readiness (20%), second-order effects (15%), evidence quality (10%), and competition (10%). Each scored 0–100 from cited source documents. Same inputs, same score; the full method is public in our methodology pages. Scores of 80+ are high priority; 60–79 watchlist; 40–59 context.

What the clustering tells us

The top four scores sit within five points of each other, and that is not an accident of arithmetic. They are the same trade expressed through different assets. The grid backbone (86) is what makes the solar corridor (87) bankable; the solar corridor is what makes the data-center corridor (83) credible on power; and the connectivity program (88) is the fiscal-political engine pulling capital into all of them. Our region spotlights make the same point geographically: in Central Luzon these opportunities physically overlap.

Offshore wind (80) sits at the band's floor for a reason: its capital scale and government backing score well, but readiness drags, port infrastructure, grid evacuation, and the untested GEA-5 auction (3,300 MW on offer for 2028–2030 delivery; see our auction tracker) all sit between today and financial close. It is the ranking's highest-beta entry: a strong GEA-5 result would push it several points up; an undersubscribed auction would relegate it to watchlist.

The macro baseline (59, context) is deliberately unranked as an investment: it scores low on capital scale and competition because it is not a deployable opportunity. It is the data infrastructure that disciplines the other five. Its draft status also reflects a quarantined source we refuse to surface until re-verified. The provenance rule is not decorative.

Our read: Q2 2026's defining variable is the BSP's hard pivot to hiking (see our rate analysis). The rubric's readiness and capital scale factors are rate-sensitive in opposite directions. Financing costs penalize the capital-heavy entries, while completed-infrastructure milestones (MVIP commercial operation, NSCR girders, GEA-4 awards) keep pushing readiness up. We expect the next quarterly recompute to compress the top-four cluster further rather than reorder it.

What would change the ranking

Every underlying record (scores, factor breakdowns, rationale, and sensitivity ranges) is in our public opportunity files, validated for reproducibility on every change.

Update (2026-06-13): the ladder below the top band

The tracked set has been widened with seven lower-band records, Metro Manila office recovery (60), LNG buildout beyond fuel-switching (57), the nuclear/SMR program (46), Bataan rehabilitation (33), Manila Bay reclamation restart (22), flagged-tier flood-control contracting (13), and offshore-gaming revival (9). The top-band clustering analyzed above was coverage-selection bias (flagship programs first), not rubric inflation; see our companion piece, Reading the Whole Ladder, for what the bottom of the distribution means.
