With new supply collapsing to a third of pre-COVID completions, the market is healing arithmetically, but the Bay Area's repricing is structural, and the winners are tenants.

The POGO ban removed, in one regulatory stroke, the tenant class that had absorbed the largest share of speculative office construction in Philippine history. The Bay Area, purpose-grown for offshore gaming, took the concentrated hit, as Colliers warned when the exodus began.4

What happens next is supply-demand arithmetic. Demand is recovering on traditional engines: BPO/GCC expansion (the structural Philippine offshore-services franchise), government leasing, and flight-to-quality moves by corporates exploiting tenant-favorable terms. Supply is doing the heavy lifting: at ~350,000 sqm of completions over three years against even modest net absorption, vacancy grinds down mechanically.1

Our read: model this as two markets. Prime CBD (Makati, BGC, Ortigas core): vacancy normalizes by 2027–2028; rents trough in 2026. This is the entry window for income investors. Bay Area and POGO-spec stock: structurally repriced; much of it only clears at rents that justify conversion, education, healthcare, data-center-lite, even residential where floorplates allow. The "office recovery" headline will be true and misleading at the same time.


Who benefits now

  1. Tenants: the best leasing terms in a decade, with landlords competing on fit-out subsidies and escalation holidays.
  2. GCC occupiers: multinationals establishing global capability centers are arbitraging Manila's rent trough against Indian tier-1 costs.
  3. Patient converters: capital that can buy distressed Bay Area assets at conversion-math prices rather than office-comp prices.
  4. Cebu and provincial markets: regional office demand is growing while Manila digests, pulling BPO expansion outward (see our Cebu spotlight).3

Risks

The downside scenario is a global services shock, AI-driven contraction in BPO seat demand would hit exactly the tenant base carrying the recovery. The upside risk is regulatory: any partial re-opening of offshore gaming under a new framework would re-fill space faster than consensus expects, though the political appetite appears absent. Watch net absorption against the ~350,000 sqm pipeline; that single ratio is the market.
