The Mindanao Grid Dividend: What a 450-MW Submarine Link and a Power Surplus Unlock
The Mindanao–Visayas Interconnection Project ended Mindanao's island-grid isolation: a 450-MW HVDC submarine link, expandable to 900 MW, now lets the surplus-rich southern grid export power north. For investors, Mindanao has flipped from a stranded-energy story to an arbitrage and industrial-location story.

From stranded to strategic
For decades Mindanao was the Philippine power market's anomaly: rich in hydro and coal capacity, poor in demand growth, and disconnected from WESM's price signals. Generators earned depressed margins; investors avoided new builds; and the Visayas, 60 kilometers of sea away, paid some of the country's highest prices.
The MVIP closes that spread. With commercial operation underway, surplus Mindanao megawatts now earn Visayas prices,2 and Mindanao's full integration into the wholesale market gives its generators, and its banks, a credible revenue story for the first time. The 900-MW expansion path is the call option: if flows persistently saturate the link, NGCP has a ready-made business case to double it.1
Our read: the second-order effects matter more than the electron flows. A surplus island with newly bankable generation economics and the country's lowest land costs is a natural landing zone for energy-intensive industry, mineral processing, agro-industrial estates, and eventually data centers seeking power-cost advantages over congested Luzon. The constraint shifts from generation to in-island transmission and security perception.
Who benefits
- Mindanao generators (hydro complexes on the Agus-Pulangi system, newer coal and solar) gain market access and price uplift.
- Visayas consumers and grid operators gain supply security, particularly Cebu, whose congestion NGCP is separately addressing with major projects targeted at 2026 completion.
- Industrial locators gain a region where long-term power contracts can be struck below Luzon prices.
- The renewables pipeline gains a path to market: Mindanao solar and hydro that was unbuildable against flat local demand can now underwrite against the national market.
Risks
The link is a single asset: submarine cable faults take months to repair, and the system's new interdependence cuts both ways. A Visayas disturbance can now propagate south. Hydrology is the other variable; El Niño years drain the Agus-Pulangi system and can flip Mindanao from exporter to importer. Finally, the industrial-demand thesis depends on sustained peace-and-order gains and LGU execution, slower-moving variables than transmission engineering.
