Why transmission is the real map

The Philippine energy transition is usually narrated through generation, gigawatts of solar and wind awarded at auction, but contracted capacity is not delivered capacity. Between the two sits NGCP's grid, and on Luzon the grid is the binding constraint in three corridors:

  1. Central Luzon (solar country). Multi-gigawatt solar additions in Nueva Ecija, Tarlac, and Pampanga lean on the 500kV backbone. The Mariveles–Hermosa–San Jose line (energized 2024) opened headroom; the next tranche of projects will consume it.
  2. Southern Luzon (load growth). Cavite and Batangas host data centers, LNG-fired generation, and industrial estates. The Tuy–Dasmariñas 500kV line is designed to reduce congestion and shortage risk at peak in exactly this corridor.3
  3. Northern Luzon (wind country). Offshore and onshore wind in Ilocos and Cagayan need evacuation capacity that mostly does not exist yet; projects like Tuguegarao–Lal-lo 230kV (ERC-approved PHP 2.4 billion, targeted 2026) are early pieces.2

Our read: curtailment risk (not capital availability) is the most underpriced variable in Philippine renewable project finance today. Projects with confirmed connection agreements and System Impact Studies near completed backbone segments deserve a materially lower discount rate than paper pipelines in congested corridors.

NGCP's delivery record is the central uncertainty: right-of-way acquisition remains the chronic cause of multi-year slippage, and regulatory reset proceedings at the ERC can shift capex timing.
