LNG in the Philippines: Bridge Fuel or Stranded Asset? The Post-Malampaya Equation

Malampaya (source of more than 99 percent of domestic gas) is on a depletion path toward early 2027. The Philippines is racing to replace it with imported LNG, targeting 10.72 mtpa of regasification capacity. The investment question is whether gas-fired demand materializes fast enough to justify the terminals.

The forced transition

Most countries choose to enter the LNG market. The Philippines is being pushed: when Malampaya's recoverable reserves run out, the ~3.2 GW of gas plants clustered in Batangas either burn imported LNG or stop running. That makes the first phase of LNG demand effectively non-discretionary, existing, depreciated plants switching fuel source, which is the strongest possible underwriting case for the first terminals.

The second phase is where the controversy lives. The bull case treats LNG as the firming complement to a renewables-heavy grid: gas turbines are the only dispatchable technology that can be built at scale before 2030 to back up solar and wind. The bear case (argued by IEEFA among others) is that terminal delays reflect genuine supply- and cost-uncertainty, and that batteries plus geothermal plus demand response will eat the mid-merit role gas expects to occupy.4

Our read: the first ~5 mtpa of regasification capacity is underwritten by fuel-switching at existing plants and is low-risk. Everything beyond that depends on greenfield gas-fired plants reaching financial close, and on Philippine buyers locking long-term supply contracts. Spot-market reliance through 2025 left buyers exposed to price spikes; the planned shift to index-linked long-term contracts is the variable to watch.3


Who is positioned

The strategic externality is energy security. A power system one typhoon away from fuel-supply interruption will pay a reliability premium for storage-backed terminals, onshore tanks rather than floating units, in the next buildout phase.


Risks

Three things could strand LNG capital: a faster-than-expected BESS cost decline that captures the evening ramp; sustained high global LNG prices that make gas-fired output uncompetitive in WESM; and indigenous-gas revival (new upstream drilling near Malampaya) that displaces import demand. Conversely, the biggest upside risk is underbuilding, if terminals slip and Malampaya depletes on schedule, Luzon faces a capacity crunch that would spike prices and trigger emergency procurement.
