FDI at a Five-Year Low: Reading the USD 7.79-Billion Number Honestly
Net FDI inflows fell 17.1 percent to USD 7.79 billion in 2025, the weakest since pandemic-year 2020, and January 2026 opened soft at USD 443 million, but the composition tells a more interesting story: fresh equity placements grew 31 percent while intercompany debt collapsed. The capital that is arriving is stickier than the capital that left.

Why the composition matters more than the level
BSP's FDI statistic bundles three different things: fresh equity (new commitments), reinvested earnings (existing investors staying), and intercompany debt (parent-to-subsidiary loans that swing with treasury management and rates). The 2025 decline lives almost entirely in the third bucket2, the most volatile and least meaningful one. Global rates made dollar- and yen-denominated parent loans expensive; multinationals deleveraged subsidiaries everywhere, not just in Manila.
The 31 percent growth in fresh equity2 (the bucket that represents actual new conviction) is consistent with what we see bottom-up: PEZA approvals doubling on semiconductor and electronics expansion (see our ecozone analysis), Japanese infrastructure partnerships at New Clark City, and US/Korean capital entering the nuclear program's study phase.
Our read: the Philippines does not have a capital-flight problem; it has a scale problem. Even a good year of USD 9–10 billion is roughly a third of what Vietnam attracts. The binding constraints are well-documented, power costs, logistics, regulatory friction, and they are precisely the variables the infrastructure pipeline we track is supposed to fix. FDI is therefore a lagging indicator of the build-out's credibility: it inflects after the railways, grids, and airports de-risk, not before.
What to watch in 2026
- Monthly BSP releases against the USD 7.5 billion forecast3, three consecutive months above USD 700 million would signal the recovery is on track.
- Equity vs debt mix: continued equity growth amid debt-flow weakness keeps the underlying story constructive.
- The rate environment: the BSP's surprise hiking cycle (see our rate analysis) cuts both ways: it defends the peso that FDI prices in, but raises the hurdle for domestically financed expansion.
- CREATE MORE conversion: whether approved PEZA pledges become BSP-recorded actual inflows on a 12–18 month lag.
Risks
The bear case: Middle East-driven inflation, a hiking BSP, and 2028 election uncertainty produce a second consecutive down year, entrenching the "perennial underperformer" narrative just as competitors lock in supply-chain relocations. The data to refute or confirm arrives monthly; we will track it.
