The demand case: and its ceiling
The structural demand drivers are real: data-residency expectations, AI inference workloads moving closer to users, submarine-cable landings diversifying away from single-point hubs, and a 110-million-person digital economy that still hosts most of its content offshore. The 473 MW near-term pipeline1 is rational against that demand.
The 18 GW vision3 is a different claim. At that scale the Philippines would be hosting regional AI training campuses, competing against Johor and Batam on power price, latency, and execution speed. Our read: treat 473 MW as a forecast and 18 GW as an option whose strike price is electricity. AI-class campuses need hundreds of megawatts of firm, competitively priced, increasingly carbon-free power per site. That collides directly with the grid realities we track elsewhere, Luzon transmission queues, post-Malampaya gas costs, and the auction pipeline's delivery risk. The data center story is the energy story wearing a different badge.
Where the capacity is landing
- Cavite / General Trias: PLDT's 100 MW hyperscale build (2026–2028) anchors the southern corridor2, directly in the catchment of the Tuy–Dasmariñas 500kV de-congestion (see our transmission analysis).
- Quezon City / Fairview: STT GDC's 124 MW campus, phasing 12 MW in 2026, will be the country's largest facility once complete.2

The market structure remains telco-anchored (ePLDT, Globe-affiliated STT) with international platforms (Digital Edge, Vantage-class entrants, YCO Cloud) building share, a competitive mix that historically precedes price compression in colocation and a flight to hyperscale anchor tenants.4
Risks
Three gates decide outcomes: power procurement (long-dated renewable PPAs are the scarce input), delivery against the 2026–2028 schedule (construction and substation timelines slip in tandem), and hyperscaler commitment (a single anchored AWS/Microsoft/Google region transforms the market; its absence caps it). Watch announced power supply agreements, not announced megawatts.
