The reallocation, decoded
Budgets are revealed preferences. The 2026 GAA reveals three:
- Punish the discredited channel. The DPWH cut is not austerity. It is a corruption discount. After COA flagged hundreds of ghost flood-control projects and the economy lost an estimated PHP 42.3–118.5 billion to them (see our flood-control analysis), legislators reallocated away from the agency wholesale.3
- Reward the politically untouchable. Education's constitutional priority made it the natural destination for the reallocated billions, and classroom construction keeps the construction economy fed through a less-tainted pipe.
- Decentralize execution. Routing classroom delivery through LGUs2 is a live experiment in whether local governments (flush with their post-Mandanas revenue shares) can out-execute the national public-works bureaucracy.
Our read: for the construction sector, 2026 is a rotation year, not a recession year. The bid pipeline shifts from large flood-control packages toward thousands of small, distributed classroom and LGU projects, worse for the scandal-implicated mega-contractors, better for regional mid-tier builders with LGU relationships. Meanwhile the directive to drive down materials costs via adjustment factors2 compresses margins across every public works contract.
What this means for the flagship pipeline
Big-ticket transport was not spared collateral damage, the NSCR's allocation was halved (see our NSCR analysis), reinforcing the structural shift toward PPP and ODA financing for flagship projects. The DBM's early-year release of PHP 63.49 billion for 1,700 infrastructure projects and 4,900 classrooms signals execution urgency on what survived.4
Risks
The reallocation's success depends on absorptive capacity: DepEd and LGUs must execute construction volumes they have never handled, or 2026 ends with underspending that drags GDP. The second risk is that the flood-control freeze leaves genuine climate-adaptation gaps unaddressed through a typhoon season. Fiscal virtue with physical costs. Both argue for watching disbursement data, not appropriation headlines, through H2 2026.
