The Airport Duopoly: NAIA's Record Run and the PHP 735-Billion Bulacan Bet
San Miguel now controls both ends of Manila's aviation future: the PHP 170.6-billion NAIA rehabilitation, which just posted the busiest month in the airport's 76-year history, and the New Manila International Airport in Bulacan, whose passenger terminal began construction in January 2026 toward a 2028 opening. The commercial logic is coordination, not cannibalization, NAIA harvests demand growth now (and pays the government concession revenue), while NMIA absorbs the long-term overflow that NAIA's land-locked footprint cannot.
For investors, the takeaway is that Manila's aviation capacity constraint, for two decades the binding limit on tourism, logistics, and MICE growth, now has a credible resolution path on both a 2026 horizon (NAIA throughput gains) and a 2028–2030 horizon (NMIA phase one).3
